Hello and welcome to Android Forums 
Head to "Settings"=>"Wireless & Networks" and there should be an option to turn on WIFI... the phone would then display any visible WIFI networks.
You would only be able to connect to the network if it was your own/an unprotected WIFI network. You connect by touching the network you want to connect to and then selecting "connect"... if it is password protected, you would need to input that too
If you have any device specific questions, why not sign up and head to your phone's sub-forum (go to Android Phones - Android Forums and search for it), so you can connect with other users of the same device
