Apps Can't create virtual device on eclipse

I can't create a virtual device on android 2.2. what can I do?

using SDK Manager to install android 2.2 ( version 8)
and AVD Manager to add virtual device with that version.

other way you can using Genymotion, it very good 3rd virtual simulator

I have to use adt because it's for a course.
