can't download adobe flash

I have an old Samsung Galaxy SMT230. I want to watch television on it like I do on my laptop. I have downloaded Adobe Flash but it won't install on my tablet. Is there an alternative download that livenewschat.eu (or other streaming service) will recognize and stream my US stations?

Also...questions from dummies...how can I find info on my tablet about the version of android that is installed?

Try Puffin Browser, that's what that site recommends.

Puffin run Flash on their servers in the cloud, and then streams to the browser client. Of course Flash for Android was discontinued by Adobe five years ago now, so if it doesn't work on your Galaxy Tab 4, there's not a lot else can be done.
