I'm trying to download android instagram on my computer. I'm getting the error message: You don't have any devices.

If you are trying this from the Google Play store, it's normal behaviour. They offer a pc-based upload to device option, but not download to pc. It's not clear from your post if you are just trying to get the apk on your pc, or if you are trying to actually run the Android Instagram app on your pc. If it's the latter (even if your computer is linux-based), I think the Instagram Web Viewer is the closest you will come.

If your talking about the message shown in the attached image, that means your device isn't compatible with the application. Usually this is due to the OS your phone is running (Gingerbread, ICS, Jelly Bean, etc.) Your only option is to look for a comparable app that will work with your phone.
Instagram states: Works with Android versions 2.2 and above that support OpenGL ES 2
It's possible your phone doesn't meet one of those two criteria.
