Cant get MMS messages

[Android Question]

I have brand new Samsung Galaxy Exhilarate. I use t mobile. Everytime someone tries to send me a picture message it says this with the numbers different everytime

<Subject: no subject>
Message size:600KB
Expires: 12:32PM, Aug 13
DOWNLOAD

However it does not let me download the picture. it will say downloading and then it will not download anything. and it will return to the message above.
I do not have a data plan.
I am connected to Wifi .
I have turned the wifi on and off and it hasn't changed anything. I was able to get picture messages on my old phone without data it wan't a smart phone.
SOmetimes it will say unable to download at this time most times it won't.

First off welcome to Android Forums!

The problem you are encountering is because you do not have a data plan. I know a little about it but not a lot. The picture (MMS) is sent through the carriers data network, and your wifi isn't associated with your number as a data plan would be. The way I describe it is confusing, but also think of it this way: You can't send a text on wifi if you have no signal (while using stock messaging apps) Its the same premise with MMS with wifi vs mobile data
