Apps Can't install usb driver on Windows 7

I've been trying all day to install the USB driver for installing apps I'm developing on my device (HTC Evo). No matter what tricks I use, Windows always manages to install it as a mass storage device and refuses to let me install the driver. Nothing works. What can I do?
 
There should be an HTC Sync windows program on the phone itself. Copy it onto your windows machine and install it, should be ok then.
