The issue is that there are different types of storage some of which can be full while there's plenty of space elsewhere.
You could try:
- clearing caches
- uninstalling apps you no longer use
- uninstalling updates from apps you don't use but can't remove

It's also important to note that while you may have user memory free, SYSTEM memory may be full. That's also where your text messages and call log are stored... if you have a lot of messages or a long call log, you might consider clearing them out.
SMS Cleaner is a free app that lets you delete messages older than a time you set: for example, 2 weeks. I rarely go back that far anyway. Deleting the call log will also free up system memory.
