Sounds like that Oppo phone is what's known as "Dual SIM Single Standby (Passive)", meaning it only have one SIM active for calls and/or data at a time.
Nothing can do about it apart from upgrading to a "Dual SIM Dual Active" device, meaning it can use both SIMs for calls and/or data simultaneously.
