Can't Receive Calls on Galaxy Sky

I have a Tracfone Galaxy Sky (which I think is a J3). When a call comes in, a big green button appears. I hit the button, and nothing happens: the call isn't received. I've tapped the button hard and softly. I've held it briefly and held it down.

What am I doing wrong?

Have you tried swiping down, up, or sideways on the button?
Install a different dialer app to replace if necessary.
