Cant receive images thru texting

I have two problems which may be related. I will include them both because their symptoms may provide a clue as to the problem:
1. when someone texts me a message including an image (picture or video) and begin to download the image, the downloading never ends, I and get the message " network failure".

2. If I try to send an image or video using texting, the image ends up being sent by google link to google drive, not as an attachment to my message. I have disconnected most of the links to google (except to calendar and contacts, since I sync those between my desktop and the phone). But it still sends the images by uploading them to google drive.
HTC One M8, running Android 4.4.2. carrier is Tracfone
 
The first thing to check with MMS problems is your APN settings (in your mobile data settings, may be called Access Point Names). These are needed for data, and many carriers use separate APNs for data and MMS (so you can have data working generally but MMS not). The settings depend on your carrier, so check their website to find what they should be (otherwise someone will have posted them somewhere).
 
Thank you for the suggestion. I contacted my carrier and they walked thru APN settings. I implemented them but at this point the problem is still there. I need to to do more research. I will post any new developments. Or solution, if found.

No luck. I dont really know what else to try. Messages come in, but the attachment shows downloading, but it never makes it.
I can receive images and videos thru Whatsapp fine, of course.
