Help Can't refund on Google play store

Please someone help me... I have a oneplus one and I'm having problems with refunding in the play store, I don't have a modded play store or anything everything is stock but when I click the refund but button it says are you sure, it'll be uninstalled when I click yes nothing happens doesn't refund or uninstall the app???

Hello, I received payment receipt
that i made a purchase from williamtdr on Google Play, but i never buy any games under wteder@gmail.com.. i send an email to wteder@gmail.com to refund my money.. but no replies .. i erased my visa credit card info to google playstore and i will never save again lost 26.62 euro for nothing..i hate what happened.
