Can't see downloaded images in downloads folder or gallery

Not sure what's going on with my Samsung Galaxy S7 running Android 7.0, but I have an issue that's been plaguing me since my last update. I can no longer see downloaded images (say from google image search etc) in my gallery and when I browse to my "Downloads" folder it shows a file (with correct date stamp etc) but the file has a new shorter name (original file is "background.jpg" but new file just says "6071" with no extension) and when I click on the file to try and open it I get an error stating "unable to find application to perform this action". It's really frustrating because I used to be able to download an image from any page etc, and it would just show up in either my camera roll or my downloads image folder. Now I get a bunch of these "broken" files that are useless. Anyone have any clue what's going on?

PS: when I download the image originally it shows in my notifications bar with the correct name and when I click it (via the notifications bar) it opens in "gallery" but all I can do is view it/preview it with no options and no swiping. Then if I go to gallery it's nowhere to be found.
