Can't send or receive pictures

I have a Samsung S2 and Bell as a carrier, I have sent pictures in the past and was able to receive but now I can't do neither one. can I get some help please, What went wrong? thank you for any help.
 
Hi, welcome to Android Forums, sorry it's taken so long to get to you. Pictures and other media sent through text message must be sent using your data plan. Please be sure that your mobile data is enabled when sending a picture through text.

If that does not fix your problem, please repost your question.
