As far as I know you don't need a specific app to be able to send premium SMS. You may find you need to switch an option on to be able to send them and you may also find that either the default dialer or your carrier has this feature blocked by default.
So firstly check your default dialer settings and then maybe a quick call to your carrier to see if these are blocked or that you can enable them in your account.

Usually premium rate SMS is used with a specific code you send for the particular service you want to pay for, or it's sometimes used for in-app payments with DCB(Direct Carrier Billing).
