Can't set custom text tones

I get the options to select all the tones that come pre-loaded on the phone, but no option to use a custom sound. I had custom sounds assigned for work and family when I first got my S10 and now they've all reverted to my default a few months ago.

The messenger app has access to my storage, dunno what else to change.
 
On an S10, up to date, all needed apps have storage permissions. Phone only lists the pre-loaded tones and won't let me select custom sounds anymore, even though I could a few months ago. It also changed all contacts that had a custom tone back to default. Any idea how to fix this?
 
I'm battling something similar -- I am able to assign custom notifications which work -- unless the app is open, then it reverts to the default notification noise. When I go into settings, there is a strange "menu loop" that goes on when selecting "in-app settings" which keeps bringing you back to the same screen.
