I have used different things for locating my phone (lost android, findmyphone.cmcm, google location service...) they all do the same thing. When my wifi and location are turned on I can locate my phone easily. But the moment I turn wifi off and mobile data on. None of them are able to track my pone... I never had problems with my mobile data connection, I use it all the time to check my mails and stuff like that.
I use a moto g 2014 and have android 5.0.2 lollipop. Maybe it's just some kind of setting I don't know off?
