Can't uninstall avg safeguard toolbar

Does anyone know how to uninstall this malware from my Windows 10 laptop?. When I go to the control panel and try to all it does is open Internet Explorer and advise me to trash the extension from Chrome, which I don't have loaded on my Chrome
