Help Can't unlock bootloader

I can't seem to unlock the bootloader on my Nokia 2. I have triple checked that I have OEM unlocking on in developer options, it also seems to boot into Download mode when I do adb reboot bootloader(is that whats meant to happen?). I'm also doing all of this within a Windows VM because there didn't seem to be Linux USB

You need to visit the official website where they allow you to unlock it. All you have to do is request the unlock code by giving them the information about your device and it will provide you with an unlock code. In order to unlock the bootloader this code is completely mandatory to have

Side note it may be different for your device because i tried searching for you on your behalf and it says youve completed all steps needed but im not 100% sure
