Help Cant use my S3 as a modem Winows 8.1

As it says above, just cant see the connection when I try to tether and use the phones 3G. Tried it through Kies and it wont connect, also downloaded the drivers separately and no success, Tried it with anti virus/firewall on and off, right out of ideas, help!!!!!

First thought, does your carrier allow tethering on your data plan? Some don't, and you might have to pay an extra fee for tethering a PC to the phone.

Yes, forgot to mention this is an upgrade from windows 7 where everything was perfect,
