Help Can't write files through apps or direct link

So for at least a day now I've been having issues with my Android. First I tried to download a new app, but it was taking far longer than it should've, 20 minutes for a less than 1 GB app, and kept failing and restarting. I gave up and tried downloading some updates, all took longer than they should've and some failed completely. I also have at least one app that won't start (An offline podcast app) and I've tried transferring music to my system both through a direct link and through Google Drive, both of which failed due to file write permission errors.

I'm not sure what could've triggered these issues, as I haven't been fiddling with system settings or doing anything questionable. My best guess is that an update to a core system app is broken. I am running the most recent updates for the system to my knowledge.

I tried restarting my phone, nothing. I tried clearing my app cache, nothing. I tried reinstalling problematic apps, nothing. My phone's storage has a good amount of space left on both the hard drive and the sd card. The issue appears to be that all attempts to write files are not working. I can't find any help on this topic as all attempts give results pertaining to programming issues. (Maybe I'm being too technical with my wording?)

Anybody know how to fix this? Please?
