Playing around with the floating toolbar, today, and tried to access the quick memo function. I get a notification that says I need to install the QMemo+ app.

Click install and nothing happens.

Carrier locked or just another LG function that doesn't work?

I'm pretty sure that Quickmemo came installed on the phone. I checked the application page:
Since it can't be uninstalled and it isn't listed in Google Play that mean it came installed. I access it through an icon on a home screen. I just set up the floating toolbar and it works for me. Did you check you App Info in Settings to see if it's on your phone? I use Verizon, could your carrier have removed it?

Feeling kinda stupid, right now.
I had disabled it with the package disabler.

@PitCarver Thanks for asking about the floating toolbar. I set it up on my phone to help figure out what the problem was. Now I like it so I'm keeping it.
