Developer options have been hidden since one of the jellybean releases

Going into about phone and tap on build number ~5-10 times

I'm in canada - I have a nexus 5 subsidized through bell mobility and it is in fact locked to bells network.

It would be fun if you had a micro-SIM from another carrier you could test. I don't doubt that Bell folks might claim this, but I'd be very surprised if it is true.

If Bell Mobility is GSM, then probably not carrier-locked as the device is a Google Nexus.

Have you tried a SIM from another provider? Or are you assuming that because Bell mobility is telling you that?

You're tied to a contract with them, but as others have mentioned- its likely you could use another sim from another network.

Its a slight change in wording, but can make all the difference.
