Help Cast or Mirror to TV?

I have a S4 with pdna installed. This is my only Internet option,I live were there is no hard wire service. I have a 10 gig service with Straight Talk. I Tether to my lap top for Internet.I try to be conservative in my usage so at the end of the month I can watch some Net Flix.
My problem is I can only watch on my phone, is there some way affordable I can watch on my TV? I have tried Google stick can't make it work they all want access to router wifi.

One think I have not tried, and not sure if it would even work, would be to use your phone as a WiFi hotspot instead of tethering with USB cable. But I am not sure if you can configure a Chromecast device that way to give it the security settings for your WiFi hotspot. Because I think initially it connects to the Chromecast device directly, in order to configure it for the WiFi network, and I am not sure if the phone will do the direct connection while acting as a WiFi hotspot.

Okay,Here is what I just tried with my LG Stylo 2,Roku Streaming Stick, & 32" Sharp HDTV.
My phone supports Tethering,So I opened a hotspot and Connected my Roku to my LG Stylo 2 hotspot and it worked fine.
