I am looking for an Android game that is like an early 90s game on the Sega Genesis. If someone is unfamiliar with the game, it's a strategy game where you would expand the Roman Empire through war and diplomacy. Here's a page with the basics.

What I'm trying to find is a game where you actually get to plan tactics, down to the level of the individual units, plan battle tactics changing the layout of the units and the overall formation.
All of the strategy games I've found so far are either city/empire builders, or they're the games where you have a huge map and just send units across the map, but you don't get to see the drilled down battle field and get to pick all of the options, as in formation and the way the formation works. In a way, you could say that it's a strategy version of Madden football...
Anyway, if someone has any suggestions, I'd appreciate it.
