Help Charging IC problem

hi friends, my samsung galaxy s5570 phone is not charging and data connection not detected

repair man said its charging IC or power management IC has gone and has to be replace, yet he couldn't find the IC in local market in Sri Lanka. can anyone give me any information regarding this
