Charging Symbol Appears but its frozen and its not charging.

My phone stopped charging and it eventually died. I plugged it in and the battery symbol with the loading circle usually comes on and the battery looks green. But when i plugged it in the battery symbol came up with a frozen circle and no color. Tried different wires and different plug things. So its not the charger. I ordered a new battery and put it in and the same thing happened, so i don't think its a battery problem. Please help!
