Checking for Data connectivity

I did a factory reset to wipe everything, now when it boots it says "Checking for Data Connectivity"....searches for about 3 minutes, then reboots.
Rinse, lather, repeat.

This goes on and on until the battery dies.
Is there a fix to this?
