Chrome always with French on goal.com

That sounds like that site's cookie is set to French. When you go to the site in the upper right there's that hamburger menu (three horizontal stripes). Tap on it and in the resulting menu at the bottom there's a language option. If it's set to French set it back to English.
If that doesn't work, clear your cookies, or you can just use goal.com/en-us
 
goal.com went to Chinese(Hong Kong) when I viewed it. But it can change the language.

Looks like that site is determining the default language from IP address location country. I am using a VPN to HK.

Are you actually in France or other Francophone country, or are you using a VPN or TOR or proxy?

Happy new year to you too. I think I know the problem now, goal.com probably has the wrong default language for Nigeria. The official language in Nigeria is English, but many of the other countries in West Africa are officially French speaking(Francophone) AFAIK, and I guess they've assumed Nigeria is Francophone as well. Might be worth shooting them an email about it, and state what the problem is and where you are.
