I thought it was me, but I'm certain it's a problem with the latest version of chrome.
If I scroll to the bottom of a page, then back to the top and select a link at the top 1/2 of the screen a link from the bottom of the page is selected instead. Go back and try again and the right link is opened.
I've mainly found this using open in new tab, but seems to also work just clicking the link to open in the current tab.
As I said, at first I thought it was me accidentally hitting the link below, but now I've checked it's as described above.
