Chrome tabs disappeared

My Chrome tabs disappeared and now show up as a list of open pages rather than the tabs or cards. I can't find anything in the settings that controls this. How do I get the tabs back?

Did you update Chrome and Android System Webview from the play store ? If not try then and then check again.

Yes. Both show updated and are version 89.0.4389.105
