Help Chrome will not scroll, thinks screen size is wrong

I have a 21" Acer device that runs Android 4.0. Unfortunately, Chrome thinks that it is running on a phone. It runs full screen (which is not necessary) and the screen layout is horrible when compared to Chrome running on a desktop. Is there any way to tell the device or Android or Chrome or the web site(s) that it is not running on a phone?
 
When I bring a web page up in Chrome on a 21" Acer running Android 4.0, sometimes it will not scroll, and sometimes it thinks the screen is larger than it actually is (stuff is hidden). Any way to tell Android or Chrome what the actual screen size is?
 
I don't think that Chrome is very flexible.

If you're open to trying another browser, you might consider Dolphin or Boat, either of which will give you more appearance options in their settings.

Boat also has a separate tablet version that might do better on your big screen.

If you prefer Dolphin, be sure to get the Dolphin Jetpack add on.
