So does streaming a video from a phone to the chrome cast work like dlna. Where it uses the WiFi router to talk to one another . it doesn't upload data and download to chromecast write where it would use data ony data plan

It does not use your data plan. Everything happens over WiFi. The only exception would be if you use the phone to receive a stream using mobile data and send it on to the Chromecast via WiFi.

For movie services, Chromecast is controlled by the phone but the video stream comes from the provider, to the router, right to the Chromecast.

For local video files (like movies you've made), the video goes from the phone to the router to the Chromecast.

For screen casting outside media, the video goes from the source to the router to the phone to the router to the Chromecast.

DLNA can be configured without a router to just go from device to device - Chromecast can't.

@Crashdamage - not sure how you'd get both mobile data and wifi with a router simultaneously active on a phone... O.o
