Cilq MB200 as a web device ?

I was given a Motorola Cilq MB200 that has no sim card . I want to use this phone like a wifi tablet just to access public wifi signals. Can I do this?
I do not want to activate the phone for calling as I have Verizon service already without a data plan.
When I try using the wifi browser on the Cliq it see's the wifi connection with great signal strength but will not let me browse the web. Both spots I tried were public access, Burger King and another restaurant. Neither is password protected, I know this because I have no problem when using my laptop. When I try with the Cliq it comes up with a page saying the web page m.web2go.com might be temporarily down or moved to a new address. It won't let me do anything else at this point.
This phone is loaded with lots of apps so I don't want to wipe it clean if possible

The phone is running Blur version 1.1.4 Not sure what browser it's running, all it says is Browser.

Thanks for any suggestions you may have.
