It's your launcher. Install a different launcher from the play store if you don't like the one you have

I've seen something like that before. Have you got anything by GO Apps, Cheetah Mobile, or any other "free" adware apps from China?

FWIW I see your carrier is Zong, which is actually China Mobile Pakistan.

That interface started life as a separate add on (pie launcher, which in 2013 was a name which could not be confused with the Android version), but has since been copied by many other apps and some manufacturers. Since they all look similar I can't tell which that is, but I'd start by checking your own launcher's settings, or the phone's UI settings, then move on to your apps. Or see whether it's there in safe mode - if it isn't it's an app you've installed rather than a built-in one.
