When you click "clear cache partition" in recovery or
to clear "cached data" in storage clear same things?

I think clearing the cache in recovery clears not only your user cache, but the system cache as well, whereas clearing it via the storage menu clears user cache only.

I'd also like some clarification on that, but if I remember correctly, that is what the difference is.

Clearing the cache in recovery clears ONLY the system cache and not individual app caches. The cached data under storage will clear the app caches to free up space. Clearing the system cache won't provide the user an additional storage space because it's in the system partition (or it's own protected partition).

You need to reboot your phone so it's running in its Recovery Mode in order to access the 'wipe cache partition' option. This link has instructions:

Only when you are experiencing problems. In the last three years I think I've done that twice.
