Help Clonning without routing the devices

I have a master device which has certain setting and MDM installed in it. Is there any solution to clone this device into 100 more devices without having to root the devices?

I would want to replicate all the settings and apps that are installed in the master phone

Yes exactly. same volume setting, same data roaming and same everything.
