You can only comment on an app you have currently installed. On 2.1 you go into the Market app, click on the app you want to coment on, click Rate It, select how many stars you would like to give for the app, make comment after that. You can't comment on apps you do not have on your phone.

Yeah if you aren't coming at it the right way, that thing can be tricky to find. "Or so I've been told."

It would be very good if there was a listing of those apps you haven't rated yet -- it would ease the 'housekeeping' for rate-willing users, and would probably also increase the overall number of ratings given. Perhaps in Android v3...?
