Computer connecting problem, no data transfer

When my Samsung connect to computer, sometimes it is OK both for charging battery and data transfer. But sometime, it is only for charging, there is USB data transfer function. When I download a movie, it says failure. I am so hesitating what happen, if it happend on different computer, I can understand it, anyway it is on the same computer. Why? Why?

Well, maybe a work-around

If your computers reachable via WiFi you might install a file manager like EStrongs File Explorer and with its help you'd connect your phone to the computers's shares.
