Computer not recognizing Phone

Hello. so my problem is my computer can't recognize my S4. I don't know if it's a computer problem or a phone problem, it works on one out of my three computers that I own. But unfortunately, that one computer is slow and old and I do not use it. Anyway I can not get it work. because the driver is not working properly. when I want to update the driver it says access denied(I am admin account). and when I want to uninstall it , doesn't want to uninstall it says "uninstall successful" yet it steal appears on device manager. or when I want to re install the driver manually . it gives me an error telling my to "please unplug my phone from the computer , and restart" when my phone isn't even plugged in.

It's slow and old, but what OS is installed there?

1) If this is Windows, right-click the program and Run as administrator. Just being logged into an administrative account isn't the same thing.

2) You may have a bad USB port.

3) Kill all programs that may be trying to access the phone. (adb keeps running long after you close any phone-related programs.)
