Help Configuring Android to meet my needs

Hi Everyone,

I've dabbled back and fourth between android and iOS. Currently I've been using an iPhone for both my personal and work use. I would like to use my iPhone for personal and dual wield by picking up an android phone which I will use for work only. Before doing so, I wanted to check to make sure it could be configured to meet my needs and how I can do this. I work in IT so I don't mind if it involves rooting and/or flashing a different rom.

With that being said here is what I need and it relates to e-mail notifications:

1. I need the ability to silence all e-mail from let's say 10pm to 6am with the exception of email that is from a specific sender, or contains a specific subject line. A bonus is if an email with the same subject line or same sender is received multiple times within X amount of time (that isn't configured) to also alert me.

2. Please note that I live in the US and am on Verizon wireless. I would like to pick up a used phone and was leaning towards a used HTC one m7 as I can get that for right around $150-200 in good condition. Would this be a good phone choice or should I look into something else? I do not want to sign up for any Edge plans as I am currently on a BYOD plan with 4 devices for $160 per month, so I can add an android phone for $15 per month if I "BYOD". If there is a better phone for around $150-200 I would be interested as long as it would not require signing up for Edge or a 2-year agreement.
