confused about marketplace

I am confused about the marketplace for android, are the apps available limited to region? or to firmware? or to the phone? Ive tried comparing the apps available in the market place for an xperia x10 and milestone and I noticed that they have the same apps. Is it limited to the country I am in because I'm in Canada. Can someone please explain this to me?

A little bit of both.

There are apps that are not available in certain regions and there are apps that are for 2.1+ and won't show for those on 1.5.

I'm not sure what is limited in Canada (if anything). Perhaps a fellow Canadian would be able to offer more insight.
 
I'm of the understanding that carriers also reserve the right to remove any app from the market without warning.

We'll probably see this enforced with the changes to Sprint's data pricing. For example, they wish to charge additional fees to tether devices, but there's already a wide selection of tethering apps available on the market for free. It is likely that Sprint will scrub these apps from the market.

If you have the X10 you will see all (paid/free) apps that are compatible with Android 1.6. For the Milestone if you bought it before April 21 it came with 2.0; you'd need to manually install the 2.1 update. Seems like your friend hasn't applied the update yet since you see the same apps on both the Milestone and X10. Carrier wise, I know Rogers has not placed any restriction on the market, not sure about Telus. I hope that answers your questions.
