If this is the first time you've used it, it's looking for a gmail account to register the device. If you don't have a gmail account, you should be able to create one on the fly. If this is a device you've already used, you could see that if you've set security like a pattern or pin lock, and entered incorrect pins or patterns too many times. That would be the gmail account the device is registered to.
