Connected, No Internet Hotspot Issue

I use a mobile hotspot to surf the net on my Two-in-One laptop/tablet (it's a RCA Viking 10 and my cell phone is a Motorola Moto e4). I have tried everything I can think of. I have turned off/on airplane mode. I performed Recovery Mode. I reset the Network systems on each device. I have forgotten the Network (WiFi) on my tablet. I do not know what else to try. Can someone PLEASE help!
 
I have a hotspot issue or fault that I have learned to get around somewhat.

Are you saying this has been working for you, but it suddenly failed, or this is your first attempt to hotspot with both.

Do you have a plan that includes a Hotspot Data allowance.

If you go to Wifi Hotspot settings does it say Error under Hotspot (mine does when @ 5 Ghz AP Band)

If you change between 5 Ghz and 2.4 Ghz does that help (if you have that option on the E4)

Does the Hotspot icon in the notification bar come on then die after a second?

Does a quick reboot help?
 
I have hotspot in my phone plan. I have been able to use the hotspot before. On my phone it'll show in the status bar that it is active. Nothing seems to happen if I change it from 5 GHz to 2.4 GHz. A reboot has not helped either.
