Connecting to other devices

Most apps I've seen that allow you to remotely connect to other devices (computer, another phone/tablet, etc) from an android device need you to prep the device your connecting to beforehand, either by registering it on the apps website or by installing and running the program on that device. Is there an app that would allow you to connect to another device without having to do that? Maybe all you need is to have Chrome installed and you can connect through your Google account.

I guess I was thinking more along the lines of if you have some kind of emergency and you need something off your computer quick but you aren't able to get to it to prep it.

I think for a lot of security reasons and to not have folks running around like the NSA, the computer to be controlled would need to be prepped.
