"Connection error" for an app

Hello!
My Upwork app suddenly stopped connecting to server. I uninstall it, but when I again tried logging in it always gives Connection error. I tried my brother's account but again connection error.
I installed it in other Android, there its it's working well.
Also I tried old versions in my phone but not solved.
I tried using other internet networks & wifi, but same problem.
I tried removing app prefrences & again installed but no solution.
My device is Samsung Galaxy S3 neo android 4.4.4
Please note that I think it is a general issue which may be caused to any app, not it's specific to Upwork app.

Thanks a lot Danny.....
But how its possible that app is behaving llike like this in one phone only, in others its well working all vetsions??
