How do I know if I am connected to my Router (using WiFi) or to a local cell tower? Can I turn the cell tower connection off when at home and then back on when I leave home?

If you see the WiFi symbol in your notification bar, and it is solid without a question mark overlay, then you're connected to wifi. If you see 3G/4G instead you are connected to mobile data.

To add to what lunatic59 said. You don't need to turn off anything, your phone handles this automatically. When outside it will switch to cell tower(3g/4g etc). When you enter your home it will go on wifi.

... However ... if you don't have wifi set in advanced settings to "Keep Wifi on when screen is off" then when the phone sleeps wifi will be disabled and use mobile data for notifications. And, on the same screen in advanced settings you should see an option to "switch to mobile data" when the internet is not available on WiFi, so your phone will chose mobile data, even if WiFi is on, if the WiFi signal drops below a certain threshold.
