So I broke my huawei phone and before I could retrieve my sim card the phone got thrown away. My question is does anyone know how to get them?

Some providers have a backup service and Google will back up your contacts as well. You might check to see if perhaps you had one or the other enabled. Good luck

Which email service do you use? If you had the Contacts app on your phone synced to your email service contacts, you should be able to access your contacts list by signing into your email account via its webmail interface.
