Contact only sync one way?

If I add a contact on my phone it isn't showing up in my gMail account. The other way works fine.

Is this correct behavior?

Not correct. It should sync both ways.

What's your phone? Sense UI lets you choose where to save the contact (phone, SIM card, gmail account) and you might've chosen to save the contact to the handset or SIM card by accident.
