Go to your Contacts app (not your contact list in Phone) and then click the three dot overflow menu button in the top right and choose Settings. About halfway down you will see Sort By (First Name). Click on it and change to Last Name.
You can also click the next option to change the Name Format (First, Last or Last, First)
