Unfortunately, without knowing specific carrier and phone, I can't answer that question. I know that Verizon's SIM card is just for phone activation on their network and not for storage.
However, if you back up your contacts to Googles servers, you will have access to them anywhere you have an Internet/data connection. This includes multiple phones, Chrome, gmail, etc.
